Closing cost 4 Buyer?

I am currenty trying to get a refinance loan, besides getting a very high rate,( due to a not soo good credit) I am getting charged 3013.54 for closing cost, and according to the settlement the lender is paying only $ 700. all of this is for a loan of $ 50000. Is this a normal closing cost or I am being riped off??

I understand that Texas is a promulgated rate state, so the title insurance is probably a good chunk of the cost.

From what I can see in the settlement the insurance title is getting 520, the most expensive will the original fee and discount fee, which are 1500 each.
