Condo fees foreclosure

What is the name of your state? Washington, DC.

Can a condo board foreclose on a tennant who has fallen behind in their condo fees?

Yes. They may however have a hard time. The foreclosures would still be subject to the senior mortgage (most likely) and in the DC market these days there might not be much equity left over by the time it got to paying off the association.
