EDO (Escrow Disbursement Order)

What is the name of your state?What is the name of your state? Florida
I would like to know what are the procedures to get money from an escrow account? The transaction was for sale by owner and the seller moved out of state and cannot locate him/her. The money is being held at a title company in their escrow account and they won't release the funds until the seller signs. I have a letter of denial from the mortgage broker. What can I do??

I appreciate your input in this matter.
