Escrow refund is late

To make a long story short....I am due a escrow refund after selling my house. I was told by the closing title company that this check must be cut by the mortgage company within 15 business days of them recieving the pay off.....the check was not cut within that time frame due to posting errors at the mortgage company....there was no fault on behalf of the title company or myself....the payoff was sent in a timely manner

Do I have any legal rights against the mortgage company for not cutting my escrow refund check within the 15 business days required by law?
