Funds held back @ refinance for 17 years - why?


What is the name of your state (only U.S. law)? SC
I recently learned that money withheld at the closing of a refinance in 1992 was never paid out to me. It was held in the atty's trust account for 17 years and was scheduled to go as unclaimed funds to the State of SC if I did not claim.
Is this common? Why would money be held back at a refinance. Should I be compensated for the lost earnings on these monies? Is there any reasonable explanation for the delay in releasing this money?

Absolutely. That compensation is called interest.

I was told by this atty's office that the trust account these funds were held in was, by law, a non-interest bearing account and no interest was payable on these funds.
