HUD-1 breach of contract

What is the name of your state (only U.S. law)? California
I have requested a copy of my HUD-1 statement from EMC mortgage co. our lender and it has been 2 months since the request without having received it. If they are in breach of contract, what law are they breaking and why? What is the name of your state (only U.S. law)?

Why would the lender have it? Who handled the closing?

HUD-1 breach of contract

We never received it with our original loan documents and the loan broker said the paperwork was shredded so we would have to get it from our bank. The mortgage co. by law has copies of all the paperwork from the loan broker, so they have to have it and after speaking to an attorney, by law they have 20 days from the receipt of my letter requesting it to send us a copy. I'm not sure what law they are breaking though, b/c I am trying to file litigation against them on my own and need to know what laws have been broken.
