Maryland Lien Situation

What is the name of your state?Maryland

I am in a situation where a few years ago I was unemployed and defaulted on a personal loan. To summarize, The bank got a judgement, and now the attorney holding the account will not negotiate with me to settle the debt. I initially borrowed 15k with insurance bringing it to 16500.00. the judgement was for 24k and since that time I have paid 7749.00 towards this debt. Is it lawful to continue charging interest to me. Of the 7749.00 less than 2k has gone to the principal of this debt. I am trying to refinance, and not getting a reasonable payoff will kill my loan. Killing this loan will destroy payoffs that I negotiated with other creditors as well. The attorney told me that he had me by the bal_ s and doesn't have to negotiate. I thought the judgement was for a set amount, and this doesn't seem ethical the way this attorney is acting. He doesn't know me personally, and I have been paying this debt monthly as agreed, doing the best I can. It seems he is trying to keep my family from improving our situation. I'm starting to take this personal. Can I do anything?
