Mortgate lender refuses to tell what pay off is

What is the name of your state? CA

We are refinancing our home and our current mortgage owner refuses to give us the pay off amount on our loan. States that they can hold off giving that information to our new lender for 10 days and refuses to tell us (the home owner).

Is that legal? We have been funded with the other lender, but monies cannot be transferred until the end of the 10 days. Is that a gimmick to collect more interest from us or what???!!!
