Notice of satisfaction? Who needs to file?

What is the name of your state? VA

About 5 years ago, I paid off $25K that I had taken from seller financing when I purchased my home. During a recent attempt to refinance the property, the title search revealed that the owner has never sent in the paperwork to the county recorder office to remove the lien from the property. Can I go ahead and file this paperwork, or does the previous seller need to do it? I have already contacted this seller twice at their last known address, and have not heard from them, or do I need to employ an attornery and if so on what basis - this is holding up my refinance..so I would appreciate any quick answer -.I have copies of my payment to the seller, etc

**A: read my post again. And I do not respond to " I think, I believe etc.". I respond to complete facts. If you DO NOT know the true facts, do not expect me to guess.
