Why can legal fees incurred by mortgagees not be collected when a third party is the successful bidder at a foreclosure sale in Ohio?

I do NOT know Ohio foreclosure law, but generally, all these fees are included in a minimum bid.

Wasn't there a minimum bid here?

Why would the trustee sell for less than a minimum bid?

The bid was total debt which included attorney fees but I am told the third party bidder does not have to pay the legal fees which were included in the bid.
