property liens

What is the name of your state? ca, i am currently refinancing my home, code enforcment has placed a lien against my property which will not allow any new lenders to be put on title, the lien was placed because of an "illegal structure" . can they do this. also i had recieved a citation by mail stating that they were going to lien my home for nonpayment for work that the city performed, there was only the citation and no work was performed, i believe that this is where the lien comes from... help please can my house be liend legally for these reasons?

Havre you now corrected the situation with the illegal structure and requested they come back out to vertify correction?
