refinance problem

What is the name of your state (only U.S. law)? TX

I refinanced my home in Feb. Closing agent asked for a survey of property. Mortgage broker called survey company in my area, asked them to do the survey and send the bill to the title company. I knew a survey had been asked about by the closing agent, but knew nothing about the surveyers until they showed up at my property. Broker told me survey would be paid for at closing after it was complete. Cannot find any info on paperwork regarding the survey. Title company disavows any knowledge, broker won't return phone calls and survey company has not been paid. Who is legally responsible for this bill? If title co/broker responsible how to get them to pay.
