What are my options?

What is the name of your state? Connecticut

I am in the middle of a foreclosure. I moved out of the house back in Jan., it has been on the market since Nov of last year (no bites as of now!). I haven't made a mortgage payment since Nov., I also have a 2nd mortgage holder, w/lien on the house (a small loan I had taken from Citifinancial). They are listed on the foreclosure procedings, now my question is. They have been after me relentlessly to keep making monthly payments (which I cannot afford) they told me, until the foreclosure is final, I still need to make my payments and if they don't get all their money from the foreclosure, then I am obligated to make full restitution. They have also told me that if I do not make any more payments right now, they will garnish my wages (taking more than the monthly payment I'm supposed to make). question: Is this legal, can they do this to me?

Yes they can. You incurred a debt, they can collect the debt.
