what rules apply for a subpoena?

What is the name of your state? Washington

If you are a mortgage broker can the state come in and take file with out a subpoena? Or can any state divison of finance come and take a file with out going through the proper legalities? Must they also show some type of crudentials of who they represent?
I understand that if the divsion of finance if deemed necessary can come in at any time to your place of business get what ever they want look through what ever they want with out having a subpoena does this violate the brokers right? what right is the brokers?What is the name of your state?
