What is the name of your state (only U.S. law)? VA
I have an abandoned junk car on my property which was left by my last boyfriend. The previous owner signed the title over to him, he never registered it in VA with DMV. He won't give me the title, as he doesn't believe in anything legal ;so I can junk it or sell it for parts. It has sat for 3 years so it no longer runs and will have to be towed. Can I tow it off my property legally since he said I could do anything I want with it or get a junk title from DMV? Any advice would be appreciated. Thanks.

This happens all the time.

Call the bureaucrats who issue titles in your state capital and ask them what is usually done in such a situation.
