What is the name of your state? California
18 years ago a developer built an apartment building next door. At that time he built a cement wall (to separate our properties) on my property which narrowed my driveway. I did nothing about it at that time or since. Does he now own this part of my property? I want to sell my property but am now unsure of my property line. thank you.

Unless you specifically gave him permission to build the wall there, he may well own that strip of property (statute of limitations for adverse possession in California is only 5 years).
