Annoying halfway house neighbors


What is the name of your state? Oregon

Hi all. In my neighborhood, there is what I think is a halfway house. It's a house for women that have/having babies that we/are on drugs. Anyways, these girls are obnoxious and are very loud and have no respect for anyone in the neighborhood. They come down to the end of the block which is where my house is located and sit on the curb across the street and smoke and cuss and talk as loud as they can. Sometimes they are on the curb on my side of the street but usually they do it on the other side where I have a handicap neighbor who doesn't leave the house. I'm assuming they have to smoke so many feet from there house. They also come go to the other end of the block rarely but sometimes to smoke but not as much traffic so its not as fun for them.

My question is, are they breaking any laws or anyway we can prevent them from doing this? There are kids in this neighborhood and they are setting a very poor example. They come down in groups of 3 or 4 about 20 times a day starting from about 7am on.

We have asked them nicely to pick up the cig butts and to keep it down but the groups change out every so many months that we have given up. It's impossible to reason with these girls and I just want to figure out a way to atleast keep them infront of their own property.

In fact, you are so astonishingly correct in this matter, it will not surprise us one bit if you are offered a generous settlement, because, by golly, that’s just how it should be.

check zoning with the address of the house to see if its current use meets zoning rules. check to learn if your city has a defined loitering law. consider putting 2 old coffee cans out , 1 across the street and 1 in front of your house to help keep cig butt litter down, Have you written the homes owner to ask that a smoking area be created on site? Last , every now and them go out and talk to them, they might be willing to keep the volume down. Lots of people appear to have little experiance with having group homes near them so they often get angry thinking right away that its a bad thing, the group home firm I work for encountered problems with nieghbors when they opened one home about 2 yrs ago, nieghbors all complained to the twp board, even had a board member try to pull some stunts to get into the home wanting to see what was going on. the staff had to keep redirecting this person to contact the companys main office or the county if they had questions , the home is used as it is zoned for and its not in a urban area , it sits on 78 acres. Last , if you think that there should be something better for these women whom are just attempting to do something more productive with them selfs in the end , go to your area churches and talk to them about creation of so called coffee house nights where any from the area can come , play card, games, watch movie, talk, meet new people, giving all in your hood something different to do INC those women. And finally yes your allways free to move.
