Bad Neighbors

My back neighbors cut my trees 4 foot into my property and the police did nothing. I believe my back neighbors poisoned my trees and bushes before they left for Canada. They are here only 6 months out of the year. I can't prove it and doing a soil or tree test could cost over a thousand dollars and still might not do any good and even if I could prove they were poisoned I couldn't prove they did it. When they come back in September I guess I'll leave some bright light on my patio. I also have more trees in my backyard than anyone else. How bright, how many, and how much can I light up my back yard? I want to put up Cameras but I have to put them up where they can see if anyone vandalizes my back yard and that could be a problem. I live in an adult community and the rules are strick. These people are sun bathers and complained about my trees, however I cut them ever year so they could have their sun and this is how they repay me. I planted twice as many trees and I will never cut the tops of them.
