If i have a building touching a neigbors property line(i just bought the house and land is there a problem?

not enough info to even venture a guess.

To start with, there are areas where there is a 0 setback allowed. In cities, walls are often shared between buildings with the wall straddling the line.

Then, if the neighbor doesn't object, it is likely not a problem.

then, the situation may have been addressed long ago.

There are other situations as well and with no information given, it is impossible to know if there is a problem or not.
