To Brick fence or not to brick fence

What is the name of your state (only U.S. law)? CA

My neighbor and I have been discussing replacing our common wood fence, which is deteriorating, with a new fence. The idea came up that my neighbor's relative could build a brick wall for us for a good price. I like the concept but then I started to wonder about permits etc. Neither of us have dealt with having a new fence constructed so i wanted to make sure we were overlooking anything, legally

So my question is to have a brick wall built, does we we need to file any permits with the city? Would building a brick wall be any different, legally, than a wood fence? I just wanted to find out answers to these questions before preceeding any further. Thanks for your help!
