What is the name of your state (only U.S. law)? MI
My neighbor has requested we remove our buried utility lines from his property. We live in a sub division and the lines were present when he purchased his home. I interpret our association bylaws to read that these are in an area known as a common element or an utility easement and our township assessor stated the same. We believe we are under no legal obligation to remove/move these lines . Is this correct?

if they are within a right of way or easement intended for the purpose of utitlities, then you are correct. You do not have to move the lines.
