What is the name of your state (only U.S. law)?
Texas...several years ago we bought 22 acres of land. A cemetary had a chain link fence already there between us, it is only 4 feet tall. They are adding about a foot of barbed wire fencing to the top of it and extending it at 45 degree angel toward us. We have horses and goats, can they do this as could be dangerous for the horses>

is the fence on the property line or set back far enough so the angled barbed wire doesn't hang over your property?

It cannot hang over your property. That would be trespassing so, if the base of the fence is on the line, they could not do this.

If the fence is set back from the line far enough to allow for it, I cannot see any reason they could not do this. You are allowed to place a fence to restrain your animals on your property. That would prevent your animals from being injured.
