while being tied up a small dog broke it's collar and charged out at a much larger dog being walked on leash by a very large elderly man (neighbor). the leash tangled and the man tripped and fell. while being helped up by the small dog owner and neighbor who witnessed the episode, he was asked by the young dog owner (23 year old mother of two)was he ok and could she do anything for him. His response, "yeah give me $200,000. He stated he was ok and continued his walk. The young dog owner immediately wrote an apology letter and gave the man a gift card to a local restaurant. He returned the gift with a note advising dog training. At least a year prior the man had back surgery and is very overweight. He continues his daily walks and trips to the dog park and has been chatting up his ski season. On March 21 he presented the young mother with an orthopedic bill and said she has to pay it. The incident with the dogs occured on December 8, 2010. The doctors appointment occured February 8, 2011; is addressed to the man and is not discriptive of treatment. His house is in foreclosure and he had asked another neighbor who happens to be the young woman's father in law if he could borrow $250,000... prior to this incident. Is the young mother responsible for this bill? How should she approch this?
