Dog in the Way

What is the name of your state (only U.S. law)? Connecticut

I am a new tenant and live on the first floor of a two-family home. First off -- the landlords don't want to be bothered with anything but collecting rent, and won't return any of my phone calls so I certainly don't expect to see them getting involved here.

My upstairs neighbors have a dog approx. 45 to 50 lbs. They have the dog on a tie-out in the backyard right near the back door. The area the dog has access to on the tie-out covers pretty much all of the backyard near the house, including all the way to my back door.

The backyard is long and narrow -- at least several hundred feet long -- but they insist on tying the dog up where he is so they "don't have to walk all the way in the backyard".

Forget that I am constantly stepping in dog doodie, I am terrified about walking out my backdoor to put out the trash and having that dog lunge at me. I have two dogs that I walk several times a day, and I've almost had my arm taken off when I've walked into the yard with my dogs and their dog is tied out. Their answer? Use the front door for my dogs.

I have let them know that if their dog lunges at me one more time, that I will take whatever appropriate physical action I need to take. They told me they would call the police to notify them of the threat.

I'm not used to dealing with trailer trash nor am I used to being a renter. Do I have any rights here?

Are there any local rules or laws about leaving dogs on tie-outs?

**A: call the police and the Humane Society.

So, OP just needs to move from Connecticut to Los Angeles to solve the problem .
