We had an easement from a family member allowing us to enter our property. When that family member died, the property was deeded to us and changed to easement for the other property that has since been sold. Now the new owner thinks they can make improvements to the easement without our permission. This easement is not needed for them to access their property.
Can they remove trees and pave the easement without our permission?

A: No; all they own is the right to go on the easement (unless the easement you gave them gives them maintenance rights).
