What is the name of your state (only U.S. law)? PENNSYLVANIA

I own property in a forest preserve in Pennsylvania. The only access to our lot is on the road that runs directly through the middle of everyone's property. All property owners have "an easement of travel over all roadways and right of ways included in the above described premises as a means of ingress, egress and regress to and from other land of the grantor and the public road."

The lot owner on the corner has decided that he doesn't want other lot owners riding their ATV's in this recreational area. He has posted no trespassing signs, he is photographing people (often hiding in the bushes, and jumping out), and is constantly threatening legal action.

He is saying that he only has to allow licensed motor vehicles access. Nothing in the deed states this.

Is he permitted to limit our access to the property unless we are in a licensed motor vehicle?

PLEASE HELP!! We are respectful property owners, and he is making our vacation home miserable.
