What is the name of your state? OH.

We have a small private subdivision that the deeds say was to have a hoa formed once all the lots were sold. He moved on and 15 years later none has ever been formed. We are now facing severe road issues that are even preventing mail service from coming back. How do we get started on a hoa that everyone can live with and want to pay the fees?? A total novice at this, but no one else wants to step up.

Speak to a real estate atty about creating a road maint agreement. If the road is gravel you need to consider how many times the road would be graded during the season , where I live it is once a month starting a couple of weeks after the frost comes out of the ground and ending usually in late October. You also need to have a guideline about snow removal and probably every 2 or 3 years having gravel added as needed. If its paved with black top then perhaps you should get estimates from a paving firm before you even see a atty so you have a idea of the cost.
