HOA Landscape Easement

Maryland. We want to erect a fence on our property line. The HOA has denied the request based on a landscape easement (this was not included in the HOA documents received during the buying process). However, the landscape easement says they are allowed access to maintain the area, but the document does not state that buidling on the easement is restricted, as a matter of fact, it does not reference the erection of any structure on the easement at all. We currently have a builder fence that keeps us from accessing this portion of our property, so we have lost access to 1/3 of our yard. We want to argue this, any thoughts?
