HOA out of control - please advise...

 What is the name of your state? VA

I was approved to make some changes to my landscape after providing detailed information which included detailed dimensions of the landscaping and the material I would use.

The HOA is now telling me that I am out of compliance because they did not "realize" the size of the landscaped area. I had provided that information. The architectural comittee and the Board are telling me to throw mulch over an area that I placed aggregate stone.

Do I need to get a lawyer because I don't want to make these changes?
