What is the name of your state (only U.S. law)?

I live in a community in Gainesville, VA and we have had issues with water run off from the water gardens that our builder built out instead of the traditional underground drainage system. Pictures can be seen of the flooding and resulting standing water left when heavy or steady rains end . They finally started doing some work on fixing this problem 4 days before we were going to talk with the County Water Shed supervisor but to our dismay they dug out our backyards and put in a swale (extremely large gully to funnel water to the drainage piping they put in for one of our neighbors (who works for the builder) We have lost a third if not half of our backyards to this swale (looks big enough to inner tube down) any advise or do we have a case to bring to a lawyer? any help would be much appreciated. thank you
