What is the name of your state (only U.S. law)? Texas

I have a neighbor that lives on golf course property and she is upset with the neighborhood kids playing football on the grass adjacent to their property which is 2 houses down from hers. This is right off of the tee box area and is also adjacent to the POA common area. None of this is fenced in area. She has already called the police on the kids and just recently took pictures of them playing without consent of any parents.

My questions are:

1. Can she legally take pictures of the kids without an adult present to consent to this?
2. Can she call the police on the kids given the fact that this is not her property that they are on?
3. What are our legal rights given the fact the golf course management does not have an issue with the kids playing there as long as they do not disturb any golfers or damage any property. This is an occurance on this golf course in many places given the fact that it is in a neighborhood. Many kids play on the course and people walk their dogs on the cart paths in the evenings. What is the name of your state (only U.S. law)?

Not sure what you want...if they have the right to play there, then keep playing there. The police will tire of these calls before too long.

She can take pictures where there is no expectation of privacy. There's no special rule for kids as long as she's not making any sort of commercial use or disseminating the photos.
2. Can she call the police on the kids given the fact that this is not her property that they are on?
Surely they can. Of course, the cops may not do anything if the owner of the course isn't making any complaints.

If you have permission and are not otherwise violating the law, you've got all the "rights" you need.
