I need to know if there is a way to make a neighbor be responsible for his tree. Last winter, limbs from this tree broke off and ripped my cable and phone lines out. Now, several partially broken limbs are hanging over my power line. The tree has a lot of dead limbs. I am almost afraid to walk under it (it extends 25 feet into my yard) due to the number of limbs that break off without warning. He told me a year ago that he would tend to this monster, but has done nothing. Do I need a lawyer? Thank you. Ron
