Neighbor attached plywood to our fence without permission

What is the name of your state (only U.S. law)? Illinois

We have a split rail fence with chicken wire attached. We have 3 dogs and our neighbor has 2 dogs. Today our neighbor attached a price of plywood to one section of the fence using nails without asking our permission.

I am thinking they don't have the right and we should be able to request them to remove it.

is this a older fence that was up before you moved in ? Do you have a boundary survey that shows exactly where the fence is in relation to the actual lot line ? If you have not had one done in the past it may be a good choice to get one if you didn't know exactly where the lot line was ( if you were the one to put up the fence)

We installed the fence about 20 yrs ago. Before neighbors moved in. It's not a property line issue. It now seems to an issue with our dogs.

One way it might be a property line issue could be that if you installed the fence say one foot in on your side of the lot line then the neighbor had no right to come onto your land and change something like altering your fence and your recourse might be a lot easier if the fence you installed was to the inside of your lot line.
