Just a hypothetical question....
Does a person have a legal right to paint their side of a neighbor's fence that is directly on the property line?

pretty tough to be positive of being "directly on the property line"

if it comes to but does not cross the line, no, you cannot paint it.

If it crosses the line, I would still suggest not painting it but you could require him to move the thing but you could offer a compromise of allowing you to paint the thing rather than moving it.
