neighbor's new fence

What is the name of your state (only U.S. law)? New York
My new neighbors, to the rear, are currently installing a tall privacy fence. The problem is their old chain link fence is falling into our yard and leaning onto our vinyl fence, misalligning it. Within hours, they will not be able to see their rusty old chain link fence. Isn't this their obligation to remove their old fence before installing a new fence? What can we do?

they don't have to remove the fence necessarily but they have no right to damage others property.

Have you walked over and talked with them and pointed out where their old fence is damaging your fence?

Take a picture of the old fence, check with your code enforcement board for help if talking to the neighbors does not work.
Make certain the pictures are time and dated. Take before fence and after fence pictures.
