What is the name of your state (only U.S. law)? California

My neighbor has a huge tree that is destroying my concrete and i fear that the roots can do damage to the foundation of the house or eventually hit a pipe. Im not sure what can be done. Could i sue him for all damages it has caused to the property or is there anything i can do through the city to put a lean on his property until this is taken care of? Or should i have a lawyer draw up my complaint and send it to him, he has recently inherited the property and does not live there. Any input would help. :confused::confused::confused:
