What is the name of your state? Georgia

My neighbor has some tall trees located inches from the property line. The limbs of his trees overhang my yard and the shade is now killing plants and grass in my yard. Can I trim the limbs back to the property line? Are the limbs overhanging my yard considered my property?

Yes, and yes.
Just so long as you do NOT do any damage to the tree. I suggest you use a professional tree trimmer to protect yourself from potential damage claims from the neighbor.
