Noise from neighbor's terrace in NYC

We live in a high rise co-op in NYC. A neighbor from an adjoining co-op building has an outdoor terrace which includes a hot tub. The sound of their tub bubbling and their voices might just as well be inside our bedroom each evening as they party with their friends until all hours of the night. We have politely notified them of the inconsiderate noise level and at times have resorted to calling the police (useless!). What rights do we have to quiet them down? 311 complaints only lead to police calls which (if they come) are useless. Does anyone know what restrictions may be in place regarding hot tubs, terraces, outdoor spaces, hours of use that are considered acceptable, etc?

Your city zoning dept can tell you if there are weight restrictions for terraces and your only option may be to keep calling the police , likely sometime sooner or later officers who had been out there in the past will get the call again and cite them.
