My neighbor's basement has been flooding for years. He blames the problem on my tree. He said that the leaves are in his gutters and that's the cause. Am i responsible for his flooding?What is the name of your state (only U.S. law)?

Ask him why he hasn't cleaned out his gutters in years.

Once they fall, they become his leaves. If the tree hangs over his property, he can have it trimmed back as long as he doesn't kill it.
