Private Drive for 50 Years

My home sits on a 250 foot U-shaped drive that has two other dwellings on it. One of the neighbors is land-locked and at the corner his drive goes on. After 30 years of maintaining the drive with my other neighbor who is not land-locked, the county claims this is a county road. We have paperwork that shows the State of Missouri deeded the drive back to the land owners 50 years ago. The county will not provide in writing that this is a county road nor will they provide maintance nor any signage. Nor did they give any prior notice they were claiming the road. Both land owners are still paying taxes on the "claimed road." It can not be deemed as eminent domain as no other vehicles aside from family and land owners use the drive. Is this legal?
