Private lake on Webcam in NY

We have a cottage on a small lake in NY and one of the residents is broadcasting the lake activities to the internet with a webcam. The lake has no public access roads but one end of it is State land. The DEC will not stock it with fish because they say there is not public access. The camera is pointing from the middle of the lake to the end with the state land. It does view some private land. Is this legal?
