Propert line, Trees, and Shrubs

What is the name of your state? KY

We have a fence that runs the full length of our prperty. However, our neighbor has a tree that is overgrown, not taken care of, and the branches are leaning over the fence almost touching our ground. When you walk outback, you have to duck to avoid hitting the branches w/ your head. Who is responsible for cutting those down?

Also they have all kinds of assorted bushed flowers etc that come through our chain link and look so sloppy. Can we cut them when they come through our fence?

Yep, sure can. And you can cut them as far as you do not reach over the fence from a point at the top of the fence rising vertically to hell or whatever heaven you believe in.
