We had a survey done to show the true property line of our property. Our fence is 0.6 N of the property line but our neighbors have built a raised garden directly up against our fence with railroad ties. In one spot the garden is 10" high and in another spot it is 12" high. These barriers are in clear violation of a city municipal code stating "No property shall be altered or developed in such a manner as to change or alter natural drainage patterns in such a manner as to restrict discharge from adjacent property". They have a drain on their property but it is also being blocked by railroad ties thus the rainwater has nowhere to go but to accumulate along our fence on our side of the fence.
