What is the name of your state?Massachusettes

There is a right of way down my driveway allowing my neighbor access to the back of his house.
Does this mean access with motor vehicles or just walking access.
Can I install a fence with a gate opening so he can walk to the back of his house? He now brings in un registed cars and leaves them there,to sit and decay.there are two right now behind his house.

It means access, Period. His putting decaying, abandonned cars on his own property is not your business. Only if they remain on the ROW.
