What is the name of your state? Illinois

I live in a private development which borders a farm recently sold to another developer. A road within the development, owned and maintained by our association (as opposed to the village), dead ends at the property line of the proposed new development. We have been told the developer wants to use our road for purposes of building and eventual road continuation into the adjacent development. Is the right of way an automatic right of access for the developper and how is it determined? ie The land to be developped also borders other properties. Do we have any rights to prevent the right of way from being excercised over say another bordeing property. What else needs to be considered?

The properties which border are in two different towns - one is incorporated (ours), the other is unicorporated (if that makes a difference)
