What is the name of your state? North Carolina

We belong to a HOA and I'm not sure what the rights the HOA has in our subdivision.
The HOA has no common grounds in the subdivision. The survey line for homeowners property line includes up to the center of the 45' right-of-way.
The HOA has no property listed in the register of deeds but the subdivision is listed on each of the property deeds as there are covenants.

Questions
Does the HOA have to maintain the roads. There is no mention of this in the covenants we agreed to buying the property. They include this in the dues we are assessed each year.
If they do to what condition.

Does the HOA have the right to mow or maintain the property along the roads.
