What is the name of your state (only U.S. law)? CA

A property has access to a highway at a dangerous curve. There is little visibility and autos are travelling 30+ mph in both directions. Does a land owner have a right to safer ingress and egress?

you will have to explain the situation a bit.

but in the most basic sense: no, they don't. They are the one's that presumably chose where to put the drive or, if that is the only land available to them for a drive, then it is what it is.

The only thing the homeowner can request and obtain is signs on both sides of the dangerous curve stating that there is a driveway there.
The department of highway safety will have the proper signs available and place them where they are visible to drivers before the dangerous curve.
