Rolback bar hours by initative?

My town has become a bar town. The bars are grouped in the middle of a nice residential neighborhood, and most of them stay open til 2, seven days a week. The patrons are college kids, so disturb the neighborhood when they're leaving the bars late at night. We would like to have a few nights a week where we can get some sleep, so would like to do something to cut back the bar hours, at least early in the week, like Sunday thru Wednesday. Can this be done by initative, if the hours are roled back in steps over a number of years?
By the way, this is in Californa, and in our town the bars are actually licensed as restaurants, so minors can be admitted as long as they are not served drinks.

So what you what you want to do is to set early hours on those days for how late the bars can sell beer and other drinks.

1st thing you going have to do is check the laws/state reg that are in place for giving places licenses to sell stuff like that and see if towns can set their own times for last call. If state law dosen't then theres not much you can do bout it.

2nd if state laws alow it, then it just a matter of passing a town regulation saying ok on these days no beer or such can be sold after what ever time the town sets.

If your town dose try to do this expect the bars to fight it ever step of the way. After all they would be losing money if they have to stop selling stuff sooner in the day.
