What is the name of your state (only U.S. law)? Maryland

The roots of a large tree are on both sides of me and a neighbors property line. The branches of this tree broke during Hurricane irene storm and knocked down power lines, cable lines, telephone lines and did damage to another neighbors yard. How would responsibility be determined in this scenario?

I am uncertain of your question. Who are you and what are you worried about?

In general, in a hurricane, God is responsible.

God is responsible. Each property owner is responsible for his or her own damage.
The exception being if the tree was a known hazard due to disease, dead limbs, etc.
