I moved in 1993, in 1994 had my water line put in. The bill was always, $4.00 from Nov until March, then the summer months no more than $11.00.
In June of 2000 one of my neighbors (4 on a shared well) built his adobe home. He handed me a bill for over $487.00 and laughed. I said I would not pay it.
I was not about to pay for the building and all the concrete put in for his home and yard. His yard is now 75% concrete. With tree's and shrubs running along his fence 4 sides complete 1 acre.
I asked him to put his own private water meter in, so it would be fair to us all.
He has not. I refused to pay the water until he did so. And also the well and pump are on his property, and the pump house (3 sides) is on mine.
In 1994 he put a lock on the pump house. Would not let anyone in it.
In 1997 we started having problems with the well, it pulls sand. The drillers
put a device that pulls the sand, so the pump won't burn out. If the device is not emptied, there is no water. This man and family went on vacation, over 88 days in 8 yrs, and I was left with no water. When I asked him to show me how to empty this device he refused.
I have not paid any water bills, in hopes he would change his attitude. It's not working. Now I find out, he put his own well in to the north of the shared well, and I can't find out if it's linked to the electric that runs our shared well.
I did put my own water meter in, in 2005; right after the pump went out for the third time. When he has his water , watering his entire acre, I have no pressure.
I think I have the right to refuse to pay, until he allows me into the pump house and shows me where his well is hooked up to.
But now I find out, in the shared well contracts, if you do not pay your water bill that person can put a lien on your property.
This is by far the biggest problem. But now he shoots fireworks at my mobile home. I found 18 of them, on my roof , on my deck and all over my yard.
He has some man harassing me, sitting for hours at a time, staring into my yard and making obscene comments to me. I called Valencia Sheriffs, but they were useless. I have called the fire department but they were useless.
Even after all these years of aggravation and harassment, I have done nothing in return. I do take pictures of the fireworks and any concrete he does now.
I am on a disability check, which is nothing. I can't afford a lawyer to stop any of this.
Someone please tell me what to do. Thank you!
